An Act to Incorporate Chicago, March 4, 1837.
Generally,
the corvee or forced labor tax is associated with ancient or medieval
kingdoms. Would you expect to find the corvee used in 19th century
America? Please read section 36 of an act to incorporate Chicago, March
4, 1837:

There
is one difference between Chicago's 1837 corvee and those of the ancient
word. Residents of Chicago had a choice between working three days each
year or paying $1 per day. Anyone who has ever driven over a pothole
on one of Chicago's streets or alleys may appreciate the choice that Chicago
male residents had to make in 1837.
